Legion Introduces Memorandum of Points and Authorities Builder for California Motion Practice

SAN JOSE, Calif. — October 5, 2025 — Legion today released its Memorandum of Points and Authorities (MPA) Builder, enabling California litigation attorneys to generate the substantive legal brief that accompanies a motion filing. The MPA Builder is the most complex document generation workflow Legion has released to date, producing structured legal arguments with case citations, statutory analysis, and factual application.

A memorandum of points and authorities is the core of any motion – it contains the legal arguments, the factual basis, and the authorities that support the relief being requested. The MPA Builder does not replace legal research; that remains squarely in the attorney's domain. Instead, attorneys upload the cases they want to rely on, provide the relevant facts, and give Legion some direction on strategy. From those inputs, Legion produces a structured first draft with formatted sections, headings, and citations drawn entirely from the materials the attorney provided. For briefs that exceed 10 pages – the threshold at which the California Rules of Court require a table of contents and table of authorities – Legion generates both automatically.

The MPA Builder was forged in a real case. In late 2025, opposing counsel learned that Rothrock's co-counsel was in trial and began preparing to take advantage. Multiple attorneys on the other side spent weeks preparing a coordinated barrage – roughly eight motions and ex partes filed in rapid succession, betting Rothrock couldn't keep up alone. During the worst week, he filed seven substantive briefs in four days: motions, oppositions, ex partes – nearly two filings a day, while simultaneously coordinating with the client, experts, and non-attorney staff. By the end of the five-week stretch, his side had produced ten of the eighteen total filings between both parties and prevailed in nearly all of them, with a fraction of the opposing staffing.

“I think of it like baking a cake. I bring the cases I want to rely on, lay out the facts, and give some direction on strategy. Legion gives me an excellent first draft, and then I get to use our drafting tools to further refine the output. What I am not doing is asking Legion to go find my cases for me – that is still squarely the attorney's job.”

— Arthur Rothrock, Founder and CEO of Legion

The MPA Builder works alongside Legion's existing Notice of Motion workflow, allowing attorneys to generate both documents from the same set of uploaded case materials.
